You'll be OK with 3, probably with 4,and might even be OK with 5, for federal, but that's iffy. Look at the W-4 instructions - since you'll be eligible for 2 additional allowances for the child tax credit, in addition to the 3 for the people.
References :
First, you mean allowances, not exemptions.

Second, if you do not owe taking two with no baby, then you probably will not owe taking three with the the baby, but this is not guaranteed and you might owe.
References :
You will have an extra exemption plus the child tax credit. It should be OK for your spouse to take 3 allowances on his W-4 withholding form. For your part-time job, you should take 0 allowances on your W-4.
References :
You should be able to find the applicable laws in your state at one of the sites such as notary of america:
http://www.notaryofamerica.com

Select your state from the home page and then select "resources" at the top.

Hope this helps!
References :
http://www.notaryofamerica.com

Do you take the standard deduction or itemize? Without knowing more about your situation we cant give you a perfect answer. I would probably keep it at 2 but I own a home and itemize. IF you are already getting back money you should get back a little more. I personally would keep it at 2 and check halfway through the year how much was taken out and how much my taxes are. Then change my W4 based on that.
